He’s an employee of the NFL which is a private business.
Just because the NFL has its customers use the force of government to have these governments spend public money on facilities and what not does not in any way mean that the NFL is a public entity. It is a politically powerful entity but not a public one. It is unfortunate that people get conned into building stadia for the NFL but that does not make the NFL a government entity.
Roger Goodell is the employee of the football team owners.
