Nuclear fallout city -- "City of Ember" -- would it work?

Lets say that there was a nuclear war, but about 100 people got to live underground. The city was well stocked with food, “homes”, water, and electricity. In city of ember, that city is shown, but the economy is not exactly capitalism. First, the food is rationed among the citezens. Second, jobs are randomly assigned to the kids, although they can be traded. Third, there is a mayor, who is corrupt. If the people in this society decided to form an anarchno-capitalistic society, what improvements would there be?

In the film, there is no indication on who owns the food. Perhaps “warehouse managers”, who dole it out.

They try with the greenhouses, but it produces stunted food.

I don’t know. I guess you are required to work your job, and some people like doing their job.
