The problem is that donated food is seen as coming from voluntary non-governmental efforts, which runs counter to the narrative that the State is the only one who will provide charity.
And since those altruistic folks will no longer have to deal with the expense of buying food to bring to the shelters, surely they can afford higher taxes that will “help the needy”. What’s a better use of $100 - buying meals for a few dozen homeless people or paying a bureaucrat to fill out paperwork in triplicate for a few hours?
