I discovered that there are a lot of books that are made available to download from mises.org. Seems you can download them without paying for them.
My question is, does the downloader have the permission of the authors to dowload the pdfs without paying for them?
Example: Jorg Guido Hulsmann’s, The Last Knight of Liberalism
It is for sale on Amazon but it is free to download from mises.org

Good question. The Mises Institute maintains that IP is illegitimate, and therefore publishes all works that it holds copyright to under under the CC-BY-3.0 license.
The works are offered in digital form free of charge for a reason…namely to maximize exposure and reading of the literature.
In fact, the entire Mises.org website is made available for download via torrents created by the LvMI itself.
