The citation should be in Rothbard’s For a New Liberty work.
I don’t see Tugwell’s name in the Index of For a New Liberty, and he doesn’t seem to be mentioned with Hoover or the New Deal. The quotation appears at the head of one of the chapters in DiLorenzo’s How Capitalism Saved America, but it’s not cited.
I believe Higgs mentions this in his lecture The New Deal in the media section. I doubt it was sourced either though since it was a lecture.
And here is another unsourced reference to the same thing in an article by Morgan O Reynolds: Economics and Propaganda. According to Reynolds, what you are looking for is an interview given forty years after Tugwell was out of office.
