You can get a permit now to collect rain water, tho it used to be outright illegal.
Correct me if I’m wrong tho, but wasn’t it illegal because you were “stealing” from the “people” (Ie, companies) that owned the water rights to the rivers? Similar to Bechtel and the privatization of water in Bolivia?
