Look at it from a libertarian perspective, I think he means:-
1.The state esp police exhibit racism just like anyone and since they can get away with it pretty easily they beat up black people and minorities and say they were assaulted first.
- The state criminalizes activities such as blackmarket taxi services etc that largely minorities are likely to try to try to work as.
