Soviet offensive plans controversy

I recently learned of the Soviet offensive plans controversy which “refers to the debate among historians on the question of whether Joseph Stalin was planning to invade Germany prior to Operation Barbarossa.” I read the Wikipedia article, but I am unsure who is more right.

Well, they could very well have the plan in paper, but after the beating they took against Finland I doubt they would try…

It’s standard practice to make plans for plausible and even implausible wars. The U.S. probably has plans stashed away somewhere for invading Canada. Generals don’t spend their time toking and singing songs around the campfire during peace.
