How about neither. Peaceful society comes from the respect for private property and of course the first and most important piece of property that anyone owns is themself. Certainly an organization that claims the right to violate private property rights to protect them is the most dangerous organization to those property rights.
@Bogart: I think you missed my point. The vast majority of prevention of aggression arises from the distributed potential for intervention by by-standers, not from specialists in the production of security services. This would be even more true if we had a free market in the production of security services (including self-production). I don’t see how you get anything adversarial to or inconsistent with property rights from my post.
