It sounds like he is complaining about the addition of thousands of military troops. While a horrible orator, if this is what he is arguing, it is indeed a metaphor and I want NO US troops in Guam!

a few days later he said that it was meant to be taken figurative and not literally, but I really have my doubts; in the video he clearly tilts his whole body and his hands (which represent the island’s surface) to represent something shifting. I have a feeling he was urged by his staff or someone else in the Democrat party to “correct” this obvious flaw later on so he doesn’t look like a total moron…haha, too late for that! =p
This idiot is from the Georgia 4th Congressional District. This is the same district that sent up Cynthia McKinney to Congress. You never thought they could find somebody WORSE to send up. But, by damn, they sure did.
