To say that he “water-boarded” her makes it seem really formal, calculated, and pre-meditated, like he systematized a regimen of punishment as torture, like it is “standard procedure”.

Not really. Still, I reject the classification of it as “water-boarding”. When I read that he “water-boarded” her, I imagined a situation similar to this or this. If what he did is “water-boarding”, the dude that dunked your head into the toilet during your stay at middle school apparently “water-boarded” you. I can see it now, in the national news, “[m]iddle school bully water-boarded fellow student after disagreement about the hit television show Pokemon […]”!

I’m not sure how you think any of this is ‘ad-hoc’, or even that it wouldn’t be outrageous in that case.
If they were trying to give someone a feeling that he was suffocating and drowning, then yes, that would be an appropriate term.

Both of you are right, but both of you buy in & give the media sensationalism legitimacy by not bypassing it’s influence & reasoning on how this would be better solved through a trial via mediators and/or judges with all involved, to determine whether or not this was torture, whether or not this parent is insane / has PTSD, or even if this was a punishment that went to far by an otherwise sane adult etc.
No. The term “water-boarding” refers to a specific technique. If it were to not, it would cease to have any utility.
