What are some free market approaches to radio spectrum allocation?

I am curious if there has been any thought on how radio spectrum allocation would be handled in a free market way; would private ownership of land grant you control over the signals passing through your land?

There is an interesting article on some of the recent difficulties presented by the US FCC on this matter (ironically in a magazine enttitled ‘spectrum’) http://spectrum.ieee.org/telecom/wireless/the-great-radio-spectrum-famine/0

I would appreciate any information anyone may provide on previous work done in this area, or even simple discourse.

Thank you,

Hugh
