That’s such a strange question that I can barely comprehend the answer. Is he elected or does he wake up and discover he’s president?

Hmm…Well, only magic could explain this, so we’ll have to go with the latter option. Reincarnated Rothbard just replaces Obama tomorrow randomly, and is granted a full 8 years to work.
If he is any kind of libertarian, he would sell all public land and privatize or close all the departments of government.
I think he would probably seek to dissolve the Federal government - as Malachi mentioned, he’d probably try to put the whole damn thing on the auction block. The obvious bidders at the auction would be the 50 states themselves. This would kickstart the process of secession and political disaggregation.

I’d liked to have seen his press conferences. Perhaps he could have even been his own press secretary—that in itself would have been enough to enjoy a Rothbard presidency.

I highly recommend everybody read Stefan Molyneux’s “How NOT to Achieve Freedom”. It will dash your hopes of achieving liberty through activism and politics.
After that read “How I Found Freedom in an Unfree World” by Harry Browne. If you feel like you have the burden or responsibility of changing the world for the better ( and not necessarily about libertarian objectives), read this!

Well the powers of the president are pretty limited. He could stop the wars but that’s it. I imagine he would do that, veto every bill that landed on his desk, and hold an endless series of press conferences to educate the public.
And just for the record, he may have been dead for 16 years, but he would still make a better president than Obama.
Any money that isnt earmarked is allocated by the executive branch. The department of the treasury also handles funds and loans, etc. So he could immediately stop collecting taxes and spending money. He could fire entire departments. He could sell property and direct the department of the treasury to start repaying people according to the previous year’s tax receipts. Basically, he could order the entire executive branch to refuse to enforce any statutory law, and return the country to a common law system.
