In the above scenario if no one is infected with H1N1 due to the actions of whoever is carrying the virus then they have not violated anyone else’s property rights.

Then, since the above scenario does not include the violation of anyone else’s property rights, why do you “…believe that it is criminal”?

Why do you do this?
