You’re asking if a law that, in some way, forces colleges to ensure employment for their graduates, is actually a net benefit?
NO!!!
Government can not create employment. It can only steal wealth from one group and give it to another. So there is no regulation or government money distribution scheme that can ever create more opportunities for people except one which is to reduce the size and scope of regulations.
In fact closing the department of education and getting rid of all loans and grants to forprofit as well as all others will do wonders in reducing student debt loads and creating employment.
