There are to many different interpretations, some can be used to help further libertarian &/or anarchial points. some can’t be.

What is that “the greatest/highest/strongest law is often the most evil” (?) David D. Friedman has said similar things to bolster his consequentialist view where justice is a commodity and doesn’t end up uniform and in exact accord with anyone’s particular conception of natural law. This opposed, of course, to the Rothbardian idea of having a constitution or other means of enabling a uniform standard across vast geographical expanses.
I see you’re “Panarchy,” so perhaps you side with the former more so than the latter.
