Are most landfills owned by local counties or privately?

What boggles my mind:

Why is it good that in Ontario that garbage collection be municipal and not provincial? Why is good that education is more under the scope of provincial government but not municipal?

I ask these questions to laymen, and they always give unfulfilling ad hoc answers.

So, even if some garbage pickup is handled by private companies, the landfill is still government controlled?

So, it would be a safe bet that these companies have to have some connections to setup garbage pickup companies?

Garbage pickup here is a civil service union.

What does that mean, civil service union? Is that a fancy way of saying government?
