Should a PDA, through contracting with both businesses and customers, on a completely voluntary level, gain money by a consumption tax on items their customers buy, or an income tax.

It would seem to me to set a dangerous precedent to form a state.

Would this be a good idea or not?

Why would a PDA have any right to levy taxes? The customer would be presented with the bill and he would raise the revenue to pay it as he saw fit(within the confines of the market, of course).
