United States Welfare Statistics

According to wiki, the USG spends 31% of our GDP on welfare programs. I want to know how much of this wasted as part of the utilitarian case for private charity.

Obviously it is problematic to measure waste, so I’ll focus on the obvious. How much does the USG spend in overhead/administration? What is the cost effectiveness of government provided services compared to free market alternatives? (I know that private schools ~ $2000/student-yrs, state schools ~8000/student-yrs). etc etc.

Im posting this here because I couldn’t really find any comprehensive list or analysis online. I even tried the googles [:(]

I have heard that for every $3 spent on welfare, only $1 makes it to the person who receives it. I have no source for that, however.
