It’s from ancient Hellenic times, it’s actually the rod of Hermes, but there was a translation error some where in history that confused it with the rod of Asclepius (the god of medicine). It is a very common symbol, at least in the USA, for medicine.
The wings are there because according to myth: Hermes saw two snakes fighting and seperated them with his rod which brought the snakes to peace. In ancient times a symbol for peace was two serpents. I believe the wings are used to represent Hermes. It’s name is the Kerukeio I think.
