South America or South Africa?
Brazil sounds good since they are relatively emerging economy and not really an aggressive world wide militarized nation.

South Africa was a participant in both previous world wars. Might be good to rethink that option

Unfortunately, if there is a WWIII, I doubt it will last long enough for anyone to have a chance to move anywhere.
